Lowell Senitz
Lowell J. Senitz has many years of experience as a licensed Teacher/Educator in New York working with at-risk children in lower income districts. Mr. Senitz’s international expertise with at-risk children extends through many countries such as Germany, Kenya, Sudan, Haiti and Romania. Mr. Senitz and his wife, Sally C. Senitz, developed a Safe House Program which housed 48 youth in Romania. Mr. Senitz assisted in the development of Intervention of Child Trafficking Training for law enforcement, in medical, legal, judicial, mental health, and other victim services called “Out of the Shadows” as well as program development of a non-punitive system for children with complex trauma coming out of child trafficking.
Sally Senitz
Vice President, Advisory and Development Team
Sally C. Senitz, B.A., holds a degree and background in Counseling Psychology, with a minor in Organizational Development. Mrs. Senitz was the Founding Director of the Family Resource Center for Sexually Exploited Children in Monterey, California. She also developed and ran a residential youth program and Safe House in Romania, serving sexually exploited trafficked youth. Having worked in prevention of child abuse for over 30 years, Ms. Senitz is dedicated to the intervention of abused children.
Mrs. Senitz’s international expertise with at-risk children extends through many countries such as Germany, Kenya, Sudan, Haiti, and Romania. Along with her husband, she is CEO/Co-Founder of Wings of Shelter Int’l, Inc., DCF licensed, long-term Rehabilitation & CSEC Safe Houses for minor females rescued out of sex trafficking. She developed the Program Model: Neuro-Relational (Non-Punitive System), which is tailored for the rehabilitation of victims of child sex trafficking. Mrs. Senitz developed the 24-hour Human Trafficking training approved by the Florida Department of Children and Families to meet the legal requirements for mandatory training for all persons working in CSEC Safe House programs. Mrs. Senitz has helped thousands of at-risk children and believes that “Together We Can Make a Difference.”

Lowell and Sally Senitz have dedicated over 35 years to the global rescue and restoration of children. Their journey began as international missionaries across Romania, Kenya, and Sudan, where they pioneered some of the world’s first specialized safe houses for exploited youth. In 2007, they founded Wings of Shelter Int'l, Inc. in Southwest Florida, establishing the state’s first licensed long-term safe house for domestic minor sex trafficking survivors.
Today, Lowell and Sally are leading a global pivot to certify the next generation of caregivers in the Neuro-Relational Framework. Their mission is to bridge the gap between rescue and restoration by equipping organizations worldwide with the "Golden Standard of Care".

Mark Senitz serves as the Chairman of the Board of Directors for Wings of Shelter Int'l, Inc., providing high-level strategic leadership and governance. Carrying forward the mission established by founders Lowell and Sally Senitz, Mark plays a pivotal role in steering the organization’s vision toward expanding trauma-informed care and international reach.
In addition to his board leadership, Mark is a dedicated Community Volunteer with a deep-rooted commitment to social impact and advocacy. Based in Wylie, Texas, he brings a global perspective to the board, overseeing the organization’s transition into a premier training and certification platform. His focus remains on maintaining the integrity of the "Golden Standard of Care" across all of Wings of Shelter’s initiatives, ensuring every rescued survivor has a verified pathway to healing and restoration.

Ashby Duval serves as a member of the Board of Directors for Wings of Shelter Int'l, Inc., bringing years of dedicated service to the organization's mission of rescue and restoration. Based in Bonita Springs, Florida, Ashby's relationship with the organization began as a committed volunteer before transitioning into her current leadership role on the board.
Professionally, Ashby is a well-established Real Estate Agent in Southwest Florida, specializing in the Bonita Springs and Estero markets. Her local expertise and professional network have allowed her to serve as a vital link between the community and the organization's strategic goals. As a Director, she provides critical oversight as Wings of Shelter continues its pivot toward a global training and certification platform, ensuring that rescued survivors receive the highest standard of trauma-informed care.

Doug Hanson serves as a Director on the Board of Wings of Shelter Int'l, Inc., contributing his leadership to the organization's mission of intervention and prevention of child sex trafficking. Based in Bonita Springs, Florida, Doug is part of the strategic team providing oversight as the organization pivots toward its global training and certification platform.
With a focus on community-based leadership, Doug supports the development of the "Golden Standard of Care" for rescued survivors. His role on the board involves ensuring the organization remains a vital resource for specialized trauma-informed care and rehabilitation. As a long-standing resident of the Bonita Springs area, he helps bridge local community support with the international mission pioneered by founders Lowell and Sally Senitz.
Jennifer C Tabora
Jennifer C. Tabora is a dynamic leader with a background in management, marketing, and accounting who specializes in uniting diverse groups through impactful, faith-based collaborations. As the CEO of Wings of Shelter Int'l, Inc., she is currently spearheading a global training platform to scale trauma-informed care and increase bed capacity for survivors of human trafficking.

Having overcome her own trauma and exploitation, she brings a unique and unwavering passion for transforming the modern recovery landscape. Jennifer is a visionary advocate for cross-organizational collaboration, tirelessly forging community partnerships to build a unified front against exploitation. By spearheading national and global training platforms and expanding trauma-informed care, she is effectively filling critical gaps in current services to meet the urgent, daily demands of rescued victims across our community, nation, and globe.

Responsible for the recruitment, vetting, and management of all volunteer tiers. They ensure staff/volunteers are trained in the Neuro-Relational Model and maintain 24/7 staffing/HR operations protocols.

Focuses on State Licensing and Florida DCF Compliance (T303). This leader manages the "Organizational Binders" for inspection and ensures the facility meets state-mandated residential requirements

Tasked with the finalization and updates of the Comprehensive Organizational Policy Manual , ensuring all HR, clinical, and safety policies align with current training.
Research, Development & Sustainability

Focuses on the "Grant Proposals/Writing Guidance" mentioned in Tier 3 services. They manage the Grant Calendar and write foundational narratives for sustainability.

Implements the Fundraising/Donor Strategy Frameworks (Tier 3), allowing the CEO to act as the Keynote Speaker while this lead manages the cultivation and follow-up.

Tracks "Key Performance Identifiers" (KPIs) such as occupancy rates and staff retention. They help validate the effectiveness of the Neuro-Relational Model through data.
Clinical & Training Oversight

Manages the Core Curriculum Training Platform. They oversee the delivery of the 9 Staff Modules and ensure platform fidelity for all users.

A subject matter expert in the Non-Punitive System. They provide "Reflective Supervision" to staff to prevent re-traumatization and reduce run-away rates.

Oversees the "Survivor Restoration & Rehabilitation Curriculum" (R101-R104). They ensure group sessions for survivors focus on internal safety and financial empowerment.
Community Advocacy & Logistics

Establishes Memorandums of Understanding (MOUs) with law enforcement, DCF, and court systems to streamline survivor identification and intake.
